A major planning proposal could reshape Brookvale and bring thousands of new homes, new public spaces and taller buildings to the Northern Beaches over the next 15 years.
Northern Beaches Council has proposed changes that could allow around 2,900 new homes across parts of Brookvale, almost double the 1,350 homes originally planned under the 2023 Brookvale Structure Plan.
Buildings of Up to 25 Storeys Proposed
One of the biggest changes in the revised proposal is the potential for buildings of up to 25 storeys in selected parts of Brookvale.
The proposal would also introduce a new town centre, more than one hectare of additional open space, community facilities and almost 50,000 square metres of employment space.
If the plans progress, Brookvale could experience a significant change from its current mix of mostly low-rise industrial and commercial properties.
New Homes Around Warringah Mall
The future of the Warringah Mall site is also part of the broader discussion about Brookvale’s future.
Northern Beaches Council has proposed around 850 homes on the site, with buildings of up to 25 storeys and 10 per cent of housing proposed as affordable housing in perpetuity.
Separately, Scentre Group has proposed a larger redevelopment that could include up to 1,600 homes and buildings of up to 39 storeys. Its proposal also includes community facilities and new public open spaces.
The two proposals are being considered through different planning pathways, with the Warringah Mall proposal being assessed by the NSW Government under the State Significant Development process.
More Open Space and Better Connections
The proposed changes are not only focused on housing.
Plans include a 5,000-square-metre town square and a new 2,600-square-metre park at the Winbourne Road car park site. Replacement parking is proposed to be provided underground.
The plan also includes:
- New roads and pedestrian laneways
- Wider footpaths
- Cycling infrastructure
- Improved connections through the precinct
- Support for improved B-Line bus services
- New community spaces and public areas
These changes are intended to support a growing population while maintaining Brookvale’s role as an employment and business hub.
What Happens Next?
The planning proposal has been submitted to the NSW Department of Planning, Housing and Infrastructure for Gateway approval.
If it receives approval, the proposal is expected to go on public exhibition in 2027. Community feedback would then be considered before the council decides whether to finalise the proposed planning controls.
For now, the plans remain proposals and the final form of Brookvale’s future development will depend on the planning and assessment process.
